Saudi short lets sell mainly through Airbnb and Booking.com. As of this research, the license is restricted to Saudi nationals; expatriate residents, regardless of Iqama status, property ownership or years of residence, cannot apply for it directly. Since 1 January 2025, the ministry has required all booking platforms, 18 apps including Airbnb, to remove any hospitality listing that doesn't display a valid eight-digit permit number starting with 50. Penalties for operating without one reach up to SR 1 million, facility closure, or both. VAT in Saudi Arabia is a flat 15%, applied to hotel and accommodation services generally.
Because the ministry enforces the permit at the platform level, not just by inspection, a Saudi host's compliance status and calendar visibility are directly linked the same way Dubai's are: a lapsed or missing permit number doesn't just risk a fine, it can pull the listing from every platform at once, so permit status needs to be checked before troubleshooting a sync problem, not after.
